new committer: Jean Helou

|The Project Management Committee (PMC) for Apache James has invited 
Jean Helou to become a committer and we are pleased to announce that 
they have accepted. Jean started to contribute many years ago, starting 
with the first object storage implementation using JCloud. Later 
contributed, amongst other bug fixes the implementation for the 
promising Apache Pulsar mail queue. Being a committer enables easier 
contribution to the project since there is no need to go via the patch 
submission process. This should enable better productivity. A PMC member 
helps manage and guide the direction of the project. Best regards,
