Implement https://datatracker.ietf.org/doc/rfc6710/ as a SMTP hook. If present
in the hook declarations of the SMTP server then the functionality will be
advertized, and the feature supported.
If omitted (default) the capability is NOT supported.
This allows SMTP clients to set priorities via SMTP rahter than hard coding
them in a configuration file.
