Summary: JMAP OPTIONS endpoints should allow caching

JMAP OPTIONS endpoints should return the `Access-Control-Max-Age` response
header.
By doing that client can cache the CORS information and avoid duplicated calls
to OPTIONS endpoints therefore better JMAP performance.
