Well, FWIW, we install to "C:\Program Files\..." and the EJB calls work for us, so 
despite the appalling Windows handling of paths with spaces in, it does work.  Now, we 
do run inside JBoss and use the JMXLauncher MBean to start phoenix instead of the 
phoenix run.bat script, so you may be able to get this working by appropriate quoting 
of the path settings in the run.bat file.
