Actually if you're just spamming all 20k (or even subsets) or your exchange users, you're much better served by having your exchange admin just create groups for those subsets. The you send one mail to that broadcast/mailing list and the email server will take care of making sure the mail reaches the appropriate person.

To be honest, this doesn't sound like a job for a programmer at all. Sounds like something you could do by using features of the mail server itself.

Well... James is really a mail server... not quiet sure how it would fit in your master plan... you could always use JavaMail itself to create and send your emails in bulk...


Alternatively, you might be better off hooking up directly in your mail server (e.g. Exchange) and insert the messages directly there. If you are spamming all your 20K long suffering employees, this approach may turn out to be more straightforward instead of creating so much unnecessary traffic...
