James is a phoenix (or merlin) application you can't run James without a
container.
The archive you downloaded contains a distribution of James *in* phoenix.
Using windows 9x with Phoenix is fine, but you do have to set the variable,
do this in the bat file or as an environment variable on the command line
(then run the bat from the command line) or as a global environment
variable.

You do have it, and you will have to use it unless you want to get your
hands dirty.
