Bouncing to envelope address?

Having an issue where we are trying to send with a "dynamic" or VERP 
like envelope address to catch bounces. It appears that in this case 
James is sending the error message to the "From" header address and is 
not using the envelope address. It looks like it is setting Return-Path: 
differently based on whether it recognizes the envelope user?
