Sorry, I should have clarified the display environment. I am trying to display the 
messages in a web browser.....

you set the email mime type as html (or multipart with html/text) when
sending it...

the viewing of it is dependent on your pop client (outlook express?) there
are some security settings in outlook express that all html is displayed as
text
tools/options / read
all messages are read as plain text

could be similar setting in what you have
