At the moment,no. If you wanted to do this you could write a matcher to catch the mail to all users and then write a mailet to iterate over the user repository "sending" the email to each user as you go. What you match on is up to you. The LocaDelivery mailet code might be a good place to start on how to deliver to a user correctly.
