In svn, "copies" are very lightweight.  A tag is just a copy of the code at
a particular point.

I sound like I know what I'm talking about but I've used svn for about 10
minutes.  I never was a big cvs user but it does seem like svn overcomes
some significant shortcomings in cvs/rcs especially in the area of managing
the file system structure.

are a CVS user.
