If you mean when your mail client connects to James' pop3 server, "leave messages on the server" is an option most mail clients offer. I am not aware of a James pop3 server configuration option to ignore deletion requests. If you are wanting to keep a persistent copy of all locally delivered messages you can configure such behaviour into the mailet chain using existing mailets and matchers.
