Sounds like you should be looking at free spam clients out there - like spam
pal, which does exactly what you are describing

I am trying to make the current James mail server to act as a Email filter
fetching mails from the pop server and doing a check to verify that the
incoming mail is a spam or not. I need to then move the mail to a specified
folder in Outlook. Moving of email to a specified folder in outlook can be
accomplished with the help of Outlook connectors available out there. 

But I need to find out whether James can act as an email filter on the
client machine to intercept an incoming email (before it goes to outlook
client) and doing the check to determine that the mail is a spam. I can use
a pop email access to fetch emails from my mail server. The outlook client
can be configured to fetch mails from localhost (PC running mail server).

Help would be greatly appreciated.
