Edit the file <james>/apps/james/SAR-INF/environment.xml - find the section

      <category name="spoolmanager" log-level="INFO">
        <log-target id-ref="spoolmanager-target"/>
      </category>

And change INFO to DEBUG.  As Stefano suggest, you should also increase the 
level for "James.Mailet".
