The question was perhaps asked from a different perspective. What Norman asks
for, is actually the job of a firewall - i.e. Grant Telnet 4555 access to a
specific IP and deny Telnet requests from all other IP addresses.

You are wrong.. its possible see config.xml:
4555

you uncomment the and enter the ipAddress you want james
remotemanager list on.
