I think this may be related to JAMES-527:
"data-source for default derby maildb is configured with a relative path"

If you started phoenix from different folders then multiple database
were created and you thought you lost your users (and mails).
It seems to me a plausible explanation. Let us know if you still have
the problem and if my explanation could apply to your case.

no, there were no exceptions. I will try to test this issue deeper by
