Where did you read 2.3-dev ? 2.3-dev became 2.3.0 and now 2.3.1, so you simply should use 2.3.1.
In 2.3.1 distribution there is an UPGRADE.txt file explaining the upgrade process. 2.3.0 and 2.3.1 both support Bayesian mailet: you should better use 2.3.1 that fixed a couple of bugs since 2.3.0.
