You first need to check out
https://svn.apache.org/repos/asf/james/app/trunk/ and run there mvn
clean package.
It's an early change and documentation is not updated.

Its currently not setup to to deploy a snapshot. I will change this.
In the meantime you can checkout the app trunk and build it yourself.
