I pasted the wrong server.properties file.  Here is the one that I was using.

database.driverClassName=com.mysql.jdbc.Driver
database.url=jdbc:mysql:localhost:3306/mail;create=true
database.username=username
database.password=password
vendorAdapter.database=MYSQL
openjpa.streaming=false
