Did you look at http://james.apache.org/jsieve/?
For now, jsieve is still more like a standalone library.
There is some integration with the server, but not yet completed (see
https://issues.apache.org/jira/browse/JAMES-1373).

there a are lot on 404 not found page on the official jSieve/James site
