WARN The cache limit is still over the upper Limit of 2000

I was getting the following error earlier on my server:

WARN The cache limit is still over the upper Limit of 2000.

This was preventing all emails from being delivered.

After some digging I found the following setting:

<repositoryUpperLimit> 2000 </repositoryUpperLimit>

in:

james-smtphandlerchain.xml

I adjusted the repositoryUpperLimit to 4000 and emails started flowing. What are the caveats of adjusting this setting in James? I'm not even sure what this setting does. Can someone shed some light on this?
