IMHO… 1. Currently CAs are expected already to do pre-issuance linting… I don’t know if a “SHOULD” changes effectively the situation… For me it seems that this initiative seems more for a “MUST” than a “SHOULD”… or it could also be a “SHOULD” linked to an effective date and a “MUST” linked to another date… (given what I mention in #3)
2. I agree with Iñigo that the “(and help improve)” is more an expectation than a requirement, so I don’t think it’s appropriate. 3. It must be understood that this will bring technical barriers that some ICAs will find, specially those running (probably technically constrained CAs) MS AD CS, EJBCA Community or other CA software that don’t facilitate “out of the box" pre-issuance linting. Not saying that this should stop the ballot to go ahead, but I wonder if the technical impact has been evaluated.
