You are surely not saying that "no-one needs" ERPs and packages.  In terms
of adding REST lipstick to SAP, Oracle et al.... what is the business case
for doing that extra work?

Sure, but nobody *needs* those. And even if you are stuck with them
because your CIO is golfing buddies with their VP of Sales, a) some
parts of WS-* can be used RESTfully, and b) you can always just hide
the WS-* behind an HTTP facade. There's really no need
