Log:
Implemented scanner and parser for owfn files (task #6276,
https://gna.org/task/?6276). Instead of PetriNet::readNet() the class got a new
constructor. Missing features:
* final condition reading (formula construction)
* reading of control commands, if needed
* proper error handling
* tests
