Log:
* added binary target for Cygwin running on Vista
* when creating binaries, LDFLAGS no longer includes EXTRA_CFLAGS, since the
same flags are provided by C(XX)FLAGS (so there is redundancy), and furtermore
providing "-mno-cygwin -U _WIN32" as additional LDFLAGS blocks linkage under
Cygwin
