Kelly originally attempted to run all our tests in -samevm mode with a
view to speeding up the execution time, I suspect this CR stems from
that time.
All I can suggest is to run the test on a few systems with the
Makefile (make jdk_management1) and see if you can duplicate it the
original issue. If not then maybe we should just remove it from the
exclude list.
