I've made priority P1.
The following P1 doc bug that is in the jdk 9 queue does not have jdk9-fix-request.
Do we need it for doc bugs?

This is not a showstopper for JDK 9 and it doesn’t justify P1.  Since we are in RC milestone, we should fix the broken links in JDK 10.
 
I'll politely disagree. We just made the changes that broke the
doc links very recently so it fits the criteria of a new bug.
I think going out with these links broken would not give a good
impression.

Sorry, I was not clear that it is a regression in 9 because the docs content is moved to a different place.
I'll update the bug to make it clear.
It would be bad to leave this regression unfixed.
