The CSR is in draft status. You need to Propose or Finalize it to get it
on the radar. In this case, the one step Finalize should be fine.
However in this case, you'll need to fix the specification section -
linking to a webrev isn't useful for a CSR because that link may not
work in say 3 years time when someone looks back to understand a change.
