I have been in touch with the Eclipse BPEL project ( http://www.eclipse.org/bpel/) and they are looking at offering endpoint definitions to allow you to deploy BPEL to different engines , this might be the easiest way to offer BPEL tooling - however the issue is the tooling is designed for WS-BPEL 2.0 and Apache ODE is not 2.0 compliant (yet!).
