You should try to install tortoisesvn
(http://tortoisesvn.tigris.org/), checkout the sources.
Then, in the context menu in the explorer, you will be able to create a patch.
If this is only a new file, you can just attach it to the jira issue.
Patches are necessary when files are modified.
