You are correct that it should work with cygwin. I just removed cygwin form the path and I am still experiencing, sporadically albeit, the same symtpoms. There seems to be some kind of resource locking (folder, port, etc) that is in contention, but then frees up. Once the assembly is deployed, it works everytime.
