I think the problem does not come from the SA jbi descriptor, but from one of the SU jbi descriptor. ServiceMix does not mandate the existence of the SU jbi.xml, but if present, the descriptor must be valid. For example, an empty descriptor (<jbi />) won't pass the tests.
