To raise a JIRA issue, you need to log in
http://issues.apache.org/activemq/browse/SM
Once done, click on the "Create new issue" at the top
and follow the steps. It's quite straightforward and I'd rather
have users to create the issue. This way, you can be notified
of the progress on the issue.
But I can do it if you prefer.
