Unfortunately a machine at the ASF died this week so the affect is on
all (or most) projects at the ASF currently. This is an especially
unfortunate situation for projects in the Incubator as they are not
allowed to be mirrored to the standard Apache mirrors :-(. So at this
point we must wait for the server to be replaced I'm afraid :-(.
