Download:
http://www.ibiblio.org/maven/org.apache.geronimo.specs/jars

Then type:
mvn install:install-file -DgroupId=org.apache.geronimo.specs
-DartifactId=geronimo-qname_1.1_spec -Dversion=1.0.1 -Dpackaging=test
-Dfile=geronimo-qname_1.1_spec-1.0.1.jar
