I fixed it. This is my pom.xml


<pluginRepository>
            <id>apache.snapshots</id>
            <name>Maven Central Plugins Development Repository</name>
           
<url>http://people.apache.org/repo/m2-incubating-repository</url>
        </pluginRepository>

I took out the <releases> and <snapshot> elements from the config and it
seems to work.
