The WSDL 1.1 wrapper has been defined to wrap the different parts that can compose a WSDL 1.1 message. Usually, if you use a SOAP doc/lit style, your message will only contain a single part which is defined by an xml element. You could also use rpc/lit and define several parts as basic types. The wsdl 1.1 wrapper is an xml schema that can be use to put the different parts that compose a single message (the parts could also be soap headers defined in the wsdl).
