The http://www.w3.org/2003/05/soap-envelope namespace if the one for Soap 1.2 while http://schemas.xmlsoap.org/soap/envelope/ is the one for Soap 1.1. Have you tried changing the soapVersion attribute to 1.2 ?

First of all its xmlns:soapenv="http://schemas.xmlsoap.org/soap/envelope/" attribute causing tomcat to throw an error message Duplicate default namespace declaration".
