Shouldn't it be:

class="org.apache.servicemix.samples.orchestration_jsr181.CityTimeImpl"

instead of:

class="org.apache.servicemix.samples.orchestration-jsr181.CityTimeImpl"

(compare orchestration-jsr181 to orchestration_jsr181)?
