Of course it can be prevented! Just don't resize the window!  Or, use a
different browser. Oh, you mean on the server.  Well, then no.  After all,
that's what puts the "client" in "client-server".

There are ways to get around it, though.  One way is to use a session
to track who's making that request, and disallow it if it happens a second
time, possibly putting up  a message letting the user know that they have
a browser that violates internet standards.
