No, I ( and the rest of the people that have direct input into the spec)
read each and every message on this list. And all of the posts on this
list affect what we do. But, in order to have a record of what people
want, we ask that you send spec comments to

I would love to have a spec discussion that was totally open to
thousands of folks. However, that's just not going to be possible and
still enable any kind of spec to be a)concise and b)deliverable before
the year 2001. Almost every spec process uses some sort of "committee"
process during early stages that opens up to a wider and wider audience
as time goes on so that things can get done. That is what we do with the
servlet spec (and all Java Platform specs).
To date the process that we have been adhering to is detailed in the Sun
Open Development Process:

Note that Sun has a new process in place called the Java Community
Process:

We haven't yet rolled onto this newer process, but you'll note that some
of the things in the community process (over and above the SODP) like
using an Expert group are already in place in our version of the SODP.
In both of these processes, there is a small group that does the
majority of the hashing out of details. And believe me, you don't want
to have 1,000 people in those discussions as 1) they get quite involved
and detailed and 2) the amount of mail that even a group of 30 will
generate about a heated topic makes servlet-interest look fairly low
traffic.
Now, if you are concerned about the types of people that are represented
on the expert group, take a look at the credits of the 2.1 spec. You'll
see that we've got people from quite a few of the servlet engine
implementors, several people that are considered to be experts in this
field (for example, book authors), and some people from the open source
community (yes, even Apache is represented).
When you read both of the above documents, you'll see why we have the
processes that we do in place.
