we use JavaMail to dispatch email messages. my understanding
of fax interfaces, albeit 3 years out of date, is that one
can initiate a fax message by dispathing a formated email
message to a fax server. warp to today and i'd guess that a
fax server could be adapted to support http/xml posting to
trigger off a fax.

either way, i think you should give JavaMail a whirl. it is
really trivial to generate and dispatch email.
