I'd suggest you customize Jigsaw to your needs.  You should be able to set up a
default directory structure for the servlets and html with minimal modifications
to the code.  I haven't messed with this part of the code, but you should also
be able to shut down the administrative server port and provide some minimal
administrative hooks through HTML/servlets pretty easily.

The best thing about Jigsaw is that the source code is freely available and can
be used as the basis for customized solutions.  The second best thing is that
it's from W3C and has the best protocol support of any server.
