I really like Macromedia's (http://www.macromedia.com) DreamWeaver. I don't
have the latest/greatest version but it handles JSP in an OK way.
DreamWeaver has this "two-way HTML" feature that makes it easy to make big
changes with the graphical environment then insert JSP tags right in the
native HTML and then make even more changes back in the graphical
environment.
An online eval version is available.
