There is a fix for this on IE 4.0 on Windows!!
I ran across this yesterday with IE 4.0 on Windows NT and CGIs: IE was
caching the results of my CGIs such that new database records would not
appear unless I restarted IE.
As is typical for Microsloth, the solution was buried several levels down
in their god-awful GUI: From IE's menu bar, View->Internet Options;
General tab, frame Temporary Internet files, button Settings...; select
radio button "Every visit to the page" under "Check for newer versions of
stored pages:" That fixed it for IE 4.0 Windows.
I'm still looking for the solution with IE 4.5 Macintosh.
I hope there is a special place in hell for Bill Gates...
