I also use Jigsaw for development.  I use VCafe (originally 2.0/2.5, now 3.0a),
setting my project up to run under Jigsaw by including the Jigsaw classes file
in my input class files path and specifying the main class from Jigsaw as the
one to start.  This allows full servlet debugging through the IDE.

I'm not all that impressed by the administrative tool, which has some quirks.
It does allow full control over Jigsaw's operation once you understand it,
though.  The nice thing is that you may not even have to use it - just point
your output to put your servlet class files in the default servlet directory for
Jigsaw and they'll be indexed and used automatically.  The main reason I've had
to go into the admin tool was to set Jigsaw up to serve applet class files to a
browser for client-server projects (".class" extension files are not served by
the web server by default).
