Are you running 2.0x of WebSphere?  If so, WebSphere by DEFAULT installs the
WebSphere service to run out of process, not in-process with the webserver.
Check the Service control panel and make sure that the "WebSphere Servlet
Service" is started along with "IIS Admin" and "World Wide Web Publishing
Service".  If it is not, try starting it manually.  If you have errors, then
contact IBM.
