Not sure 1 or 2 applies to the general servlet population.
JARs are nice ways to package classes that have dependencies, or logically
work together to proved a set of services. I would suggest you NOT compress
these if you are using them in a servlet, since the decompression in most
JAVA engines seems to suck badly, although comparing that to downloading a
non-compressed jar .... In all the servlet implementations I've seen, none
downloaded jars from a remote resource.
I tend to like the packaging of utility classes in jars for my servlet
engine.
