There are two options :

your wrapper.classpath definition in jserv.properties does not include
ApacheJServ.jar

Or

your ApacheJServ.jar has a null size it happens with the Win32
installation. So you need to download this

http://java.apache.org/jserv/dist/Apache-JServ-1.0b3.jar.zip

unzip it in your Apache JServ directory and rename it to ApacheJServ.jar
