In my opinion (take it for what you will), layering is not an option in
Netscape 4.x or IE for that matter, at this point in time.  It has been my
experience to date that layering in any browser is generally slow and flaky.
If your users will need to print your data, layers _sometimes_ present
rendering problems for the printing component of your browser.

It is certainly the case that in order to support the "widest" range of
browsers, you should use frames as they are part of a much more mature
standard.  Heck, even lynx supports frames now, sort of.
