I dont't know any tools that help you.
But I suggest you write a program that convert HTML files into servlet.
it's easy, isn't it ?
you read a file line by line and convert that line to servlet line by
writing
out.println(" your html line") and also convert some extra character into
servlet specific characters e.g. put "\\" for "\"
